Canada Immigration Update: Philippines Work Permit Times Improve, PNP Draws & Hong Kong Pathway Closure
This week’s Canada Immigration Update covers several developments from August 24 to 30, 2026 affecting temporary residents, provincial immigration candidates and people following changes to Canadian permanent residence pathways.
For applicants in the Philippines, one of the most practical updates is a shorter estimated processing time for work permit applications. Provincial immigration activity also continued in Manitoba and Alberta, while a temporary federal permanent residence pathway for eligible Hong Kong nationals reached its scheduled closure date.
IRCC’s public consultation on possible 2027 Express Entry category-based selection priorities is also approaching its September 1 deadline.
Key developments this week include:
• Canada work permit processing estimates for applicants in the Philippines improved to 5 weeks in the August 26 update.
• Manitoba issued 741 Letters of Advice to Apply across targeted provincial selections on August 27.

Philippines Work Permit Processing Estimate Improves
IRCC processing estimates continue to change as application volumes and operational capacity shift.
According to the August 26 processing-time update reported from IRCC data, the estimated processing time for a work permit application submitted from the Philippines decreased from 6 weeks to 5 weeks.
Other reported estimates for applicants in the Philippines included:
• Study permits: 4 weeks
• Visitor visas: 20 days, down from 21 days
• Super visas: 104 days, down from 107 days
These figures are estimates rather than guaranteed decision dates. Actual processing can vary depending on application completeness, biometrics, background checks, requests for additional information and the complexity of an individual file.
What This Means for Applicants in the Philippines
A shorter work permit estimate is a positive operational signal, particularly for Filipino workers preparing employer-specific or other eligible work permit applications.
However, applicants should not time resignations, travel, employment commitments or other major decisions solely around the published estimate.
A stronger approach is to prepare a complete application, verify the correct work permit category and monitor the current IRCC estimate throughout the process.
Manitoba Issues 741 Invitations in Targeted Provincial Selections
The Manitoba Provincial Nominee Program continued targeted selection on August 27, issuing 741 Letters of Advice to Apply across several groups.
Reported selections included:
• 600 candidates employed in technical trades and transportation occupations under NOC major group 72
• 62 candidates in selected healthcare and transportation occupations
• 21 French-speaking candidates
• 58 candidates invited through strategic recruitment initiatives
Of the 741 candidates selected, 150 reported a valid Express Entry profile number and job seeker validation code.
The draw highlights Manitoba’s continued use of occupation-specific and strategic recruitment tools to respond to provincial labour-market needs.
What This Means for PNP Candidates
Provincial nomination is not simply a matter of having an occupation that appears in demand. Eligibility depends on the specific provincial stream, employment situation, language results, work experience, settlement connection and other criteria.
Candidates interested in Manitoba should review the current MPNP requirements before treating a recent draw as evidence that they personally qualify.
Alberta Continues Provincial Immigration Invitations
Alberta also continued selecting candidates through the Alberta Advantage Immigration Program.
Recent reported draws included:
• 743 invitations through the Alberta Opportunity Stream on August 14, with a minimum Worker Expression of Interest score of 58
• 24 invitations through the Dedicated Health Care Pathway — non-Express Entry — on August 19, with a minimum score of 60
The Alberta Opportunity Stream is designed for eligible temporary foreign workers who are already living and working full-time in Alberta and who have a qualifying full-time job offer from an Alberta employer.
Alberta’s Worker Expression of Interest system ranks candidates, but invitations also depend on provincial labour-market priorities, available nominations and application volumes.
What This Means for Alberta Candidates
A relatively large Alberta Opportunity Stream selection does not mean that all workers in Alberta can apply immediately.
Candidates must still meet the program’s eligibility rules and generally need to first be selected through Alberta’s Worker Expression of Interest process before submitting a worker-stream application.
Applicants already working in Alberta may benefit from reviewing whether their occupation, work permit, job offer and work experience align with the current AAIP requirements.
Hong Kong Permanent Residence Pathways Close to New Applications
IRCC confirmed that Canada’s temporary permanent residence pathways for eligible Hong Kong nationals stop accepting new applications on August 31, 2026.
The pathways were introduced in 2021 for eligible Hong Kong nationals in Canada with qualifying Canadian education or work experience.
IRCC stated that applications received on or before the closure date will continue to be processed.
As of June 30, 2026, IRCC reported approximately 30,315 applications representing 48,560 people under the public policy. More than 8,600 applications representing 13,485 people had been approved, and approximately 13,370 people had obtained permanent resident status.
An associated open work permit public policy for eligible applicants remains in place until May 2029.
What This Means for Applicants
The August 31 date is an intake closure, not a cancellation of applications already received by IRCC on time.
Applicants with files already submitted should continue monitoring their IRCC accounts and ensure they maintain valid status in Canada where applicable.
Anyone relying on the related open work permit measure should confirm that they meet the requirements of that separate public policy rather than assuming eligibility solely because they submitted a permanent residence application.
IRCC’s 2027 Express Entry Consultation Ends September 1
IRCC’s consultation on economic priorities for category-based selection in Express Entry runs from August 4 through September 1, 2026.
The consultation is gathering feedback on economic priorities and potential categories that could shape Express Entry selection in 2027.
This is important for candidates because category-based selection allows IRCC to target applicants based on characteristics such as French-language proficiency, work experience in selected occupations or other economic priorities.
However, the consultation does not itself establish the final 2027 categories.
Candidates should continue planning around the immigration rules currently in force rather than changing career or immigration decisions based only on proposals being considered through the consultation.

For the coming week, applicants should watch for:
• New Express Entry rounds of invitations
• The next IRCC temporary residence processing-time update
• Additional provincial immigration draws and program changes
• Any post-consultation announcements involving 2027 Express Entry categories

Canada’s immigration system can change quickly, but not every announcement affects every applicant in the same way.
