There are several Immigration programs and categories by which a foreign national can look at when exploring the option of immigrating to Canada. One can apply directly or can be sponsored by family or an employer or a province of Canada. One can be already in Canada as a student, or a worker and be qualified to apply for permanent residence.
FEDERAL SKILLED WORKER PROGRAM
As of January 2015, we have a new system to manage how people apply to this program. It is called Express Entry.

FEDERAL SKILLED TRADES CLASS
The Federal Skilled Trades Program is for people who want to become permanent residents based on being qualified in a skilled trade.
QUEBEC SKILLED PROGRAM
Quebec has a special agreement with the Government of Canada on immigration. The Province has its own rules for choosing immigrants who will adapt well to living there.
To apply as a skilled worker in Quebec, you must:
- Apply to the Quebec government for a Certificate de sélection du Québec (CSQ), then
- Apply to Citizenship and Immigration Canada (CIC) to become a permanent resident of Canada.
PROVINCIAL NOMINEE PROGRAM
Most provinces and territories in Canada can nominate immigrants through the Provincial Nominee Program (PNP). These immigrants must have the skills, education, and work experience to contribute to the economy of that province or territory, and must want to live there.
Each province and territory has its own “streams” (immigration programs that target certain groups) and criteria for their PNP. For example, in a program stream, provinces and territories may target students, business people, skilled workers or semi-skilled workers.
Since January 1, 2015, many provinces and territories have launched new Express Entry streams.
CANADIAN EXPERIENCE CLASS
The Canadian Experience Class (CEC) allows those with Canadian work experience to become permanent residents.
As of January 1, 2015, potential candidates interested in applying to the Canadian Experience Class must go through the Express Entry system.
FAMILY SPONSORSHIP
If you are a citizen or permanent resident of Canada and at least 18 years old, you can sponsor a relative to come to Canada. Your relatives can live, study, work in Canada if they become permanent residents.

START UP VISA
Canada’s Start-up Visa Program targets immigrant entrepreneurs with the skills and potential to build innovative businesses in Canada that can create jobs for Canadians and compete on a global scale.
Do you have an innovative business idea? If you can get support for your idea from one of the designated organizations, you may be able to immigrate to Canada.
SELF-EMPLOYED PERSONS PROGRAM
The Self-Employed Persons Program seeks to bring people who will become self-employed in Canada. They must have either:
- relevant experience in cultural activities or athletics, and
- intend and be able to make a significant contribution to the cultural or athletic life of Canada, or
- experience in farm management, and
- intend and be able to buy and manage a farm in Canada.
CAREGIVER
Caregivers are individuals who are qualified to provide care for children, elderly persons or persons with disabilities in private homes without supervision.
REFUGEES
Refugees are people who have fled their countries because of a well-founded fear of persecution, and therefore who are unable to return home. Many refugees come from war-torn countries and have seen or experienced unthinkable horrors.
A refugee is different from an immigrant, in that an immigrant is a person who chooses to settle permanently in another country. Refugees are forced to flee.
Canada resettles refugees to save lives and to provide stability to those fleeing persecution who have no hope of relief. Canada’s resettlement programs are respected internationally because they provide permanent residence as a long term solution.
